  • Non-Standard Mail is a domestic delivery service available in three options: envelopes, boxes and rolls
  • For envelopes and boxes, the maximum measurement is 600mm (length) x 250mm (width) x 30mm (height)

Aerogramme is a cheaper alternative for individuals who send international mails frequently. It maintains a personal touch and is also affordable for everyone.

 

Aerogramme is a single sheet of paper with the following features:

  • Prepaid mail/letter without stamp
  • Costs RM0.50
  • Foldable with self-adhesive sides
  • Sent by airmail to all international destinations
  • It should not contain any enclosures as it will be treated as normal airmail letter and will be charged accordingly

Mel Rakyat is a prepaid letter made of special paper which is foldable and has self-adhesive sides.

The specifications are as follows:

Customer Service Charter (Domestic Delivery Standards)

The Postal Services Act 1991 empowers the Malaysian Communications and Multimedia Commission to determine and regulate the performance standards for postal services in respect of ordinary domestic letter service and ordinary domestic parcel service.

For the year 2014, Pos Malaysia is required to deliver 89.0% of domestic letters on time based on an independent audit.

 

"D" means the posting day provided that the posting takes place before the last collection time published at the respective posting boxes on an official working day in Malaysia.

 

The numeral after "D" refers to the number of official working days in Malaysia after the posting day to complete the delivery.

Rules and Regulations - Customs Declarations

Overseas letters and small packets

All letter post items dispatched to destinations outside Malaysia containing items subject to Customs duty must be accompanied by a CN 22 or CN 23 (for value exceeding RM1,500.00) Customs Declaration, which is available free of charge at all post offices. It is compulsory that the above Custom Declaration be used for small packets.

 

To accelerate customs clearance, the Declaration can be made in English, French or in a language accepted by the destination country. Customers need to complete the Declaration fully and legibly to avoid delay and inconvenience for the addressee. A false or misleading Declaration may lead to a fine or to seizure of the item.

 

The sender's full name and address must be written on the front of the item at the top left hand corner.

 

Detailed description of the contents of the item must be given, e.g. "men's cotton shirts".

 

The quantity of each article and the unit of measurement used as well as the weight of the items must also be stated. The value of each article must be given, indicating the currency used (e.g. USD for US dollar).

To accelerate customs clearance, the Declaration should be made in English, French or in a language accepted by the destination country. Customers need to complete the Declaration fully and legibly to avoid delay and inconvenience for the addressee. A false or misleading Declaration may lead to a fine or to seizure of the item.

 

Certain goods may be subject to restrictions. Customers are advised to enquire into import and export regulations (prohibitions, restrictions such as quarantine, pharmaceutical restrictions, etc) and check on the documents, if any (commercial invoice, certificate of origin, health certificates, license, authorization for goods subject to quarantine, etc) which are required in the destination country.

 

Detailed description of the contents of the item must be given, e.g. "men's cotton shirts".

 

The quantity of each article and the unit of measurement used as well as the weight of the items must also be stated. The value of each article must be given, indicating the currency used (e.g. USD for US dollar).

 

The Customs Declaration and accompanying documents should be attached securely to the outside of the parcel using an adhesive plastic envelope which is provided free of charge at the post office.

Overview

Goods brought into Malaysia are subject to tax by the Royal Customs and Excise Department. They are inspected at all points of entry and the duties must be settled before the goods can be released.

Like goods, postal items brought into the country will be similarly inspected at KLIA Sepang, General Post Office Kota Kinabalu, Post Office Miri, Post Office Bintulu, Post Office Sibu, General Post Office Kuching, General Post Office Johor Bahru, General Post Office Ipoh and General Post Office Butterworth. The Customs Clearance personnel are available to assist the customers.

 

Key features

Pos Malaysia’s personnel are responsible for informing customers to collect their released goods at the respective post office.

 

Instructions

Before goods could be released from the respective post office, customers need to assess the goods and pay the tax charged.

If customers are unable to collect their goods at the respective post office, they can appoint Pos Malaysia Berhad to act as their agent. A reasonable and competitive rate to get the goods inspected and release for delivery will be charged.

Pos Malaysia Berhad will do custom clearance and claim the goods on customers’ behalf. Customers will be required to pay the tax charges at the nearest post office and collect the goods.

Prohibited articles, if tendered for transmission, will be refused or, if detected in transit, detained. They will be dealt with in such a manner as the Post Office thinks fit and the sender will in some cases be liable to prosecution. Some of the prime prohibited items are as follows:

 

  • Explosive, inflammable, noxious, filthy, deleterious or otherwise harmful substances and sharp instruments not properly protected.
  • Arms and their component parts.
  • Dangerous drugs, exceptionally and on production of an export license, narcotics and psychotropic substance may be sent by insured post for medical or scientific purposes to countries which admit them on these conditions.
  • Perishable non-infectious articles, anything liable to become offensive or injurious through decay during the time ordinarily occupied in transmission particularly if addressed to a tropical or subtropical country, unless sent in a hermetically sealed container.
  • Articles which from their nature of packing may expose postal officials to danger or soil or damage office items or postal equipment or which tend to hamper the performance of postal operations.
  • Correspondence containing any lottery ticket or any ticket or any advertisements of prizes or any other announcement relating to any public lottery, sweepstake or other gambling transaction.
  • Coin and billion, securities of any kind payable to bearer, bank or currency notes unless sent by insured post.
  • Radioactive materials, whether solid, liquid or gaseous.
  • Indecent or obscene communications, prints photographs, books or other articles and packets bearing grossly offensive, indecent or obscene words, marks or designs.

Senders of postal items are requested to enquire with Post Office whether such items are permissible at the country of the addressee before posting. Apart from the prohibitions mentioned above, many countries abroad for various reasons impose restrictions on the importation of certain articles.

 

Some seemingly harmless goods and substances are prohibited in the mail. That is because, under certain conditions, e.g. variations in temperature or contact with other substances, they can easily become dangerous, especially when being transported by air.
